
A strong PYP Unit of Inquiry rarely begins with a list of activities.
It begins with a question about understanding. What should learners come to understand by the end of this unit, and how will the inquiry give them meaningful opportunities to build, test, apply, and extend that understanding?
That distinction matters because a PYP unit of inquiry planner is not simply a place to record what will happen each week. It connects the transdisciplinary theme, central idea, lines of inquiry, concepts, learning goals, assessment evidence, student agency, action, and reflection into one coherent learning journey.
For teachers, the challenge is making all those elements connect without turning the planner into an administrative exercise.
This guide walks through the PYP unit planning process from theme selection to assessment integration. It also includes a practical UOI planner template that you can copy and use immediately.
What Is a PYP Unit of Inquiry Planner?
A PYP Unit of Inquiry planner is the working structure teachers use to design, teach, assess, and reflect on a transdisciplinary inquiry.
The important word here is working.
A useful planner should help teachers answer a connected set of questions:
- What significant understanding are learners developing?
- Why does this inquiry belong within this transdisciplinary theme?
- Which concepts will help learners examine the central idea?
- Which lines of inquiry will give the unit focus?
- What evidence will demonstrate growing understanding?
- Which learning experiences will help produce that evidence?
- Where can learners contribute questions, choices, decisions, and action?
- What should change as the inquiry develops?
The planner therefore becomes more than documentation. It becomes a map of the thinking behind the unit.
Step 1: Select the Transdisciplinary Theme
The six PYP transdisciplinary themes are:
- Who We Are
- Where We Are in Place and Time
- How We Express Ourselves
- How the World Works
- How We Organise Ourselves
- Sharing the Planet
Choosing a theme should not be treated as finding the closest category for a topic.
Consider a unit about migration. It could explore historical movement within Where We Are in Place and Time. It could examine systems and policy within How We Organise Ourselves. It could also investigate shared resources and displacement within Sharing the Planet.
The theme changes the conceptual direction of the inquiry.
Before moving forward, ask:
- Why does this inquiry belong within this theme?
- Which aspect of the theme are learners actually investigating?
- What subject knowledge will genuinely contribute to the inquiry?
- Is the theme shaping the inquiry, or have we simply placed a topic underneath it?
PYP unit planning can begin with curriculum requirements, learner interests, a conceptual connection, or a transdisciplinary theme. In practice, planning is often less linear than the finished planner makes it appear.
What matters is that the final unit shows genuine alignment.
Step 2: Write a Strong Central Idea
The central idea is the conceptual anchor of the entire unit.
A weak central idea usually describes content.
For example:
Weak: Communities have different systems.
This gives learners something to learn about, but very little to think about.
A stronger version establishes a conceptual relationship:
Stronger: Systems influence how communities make decisions and respond to change.
Now learners can investigate systems in different contexts, examine causes and consequences, consider perspectives, and transfer the understanding beyond one case study.
When testing a central idea, ask:
- Is it a complete conceptual statement?
- Does it express an understanding rather than name a topic?
- Can learners investigate it from multiple perspectives?
- Can its meaning deepen throughout the unit?
- Can learners transfer the understanding to another context?
- Does it connect naturally with the selected transdisciplinary theme?
Avoid packing every subject, concept, and intended outcome into one sentence. The central idea should provide direction without answering the inquiry before it begins.
Step 3: Develop the Lines of Inquiry
Lines of inquiry define the main pathways through which learners will explore the central idea.
They should not become a list of subjects.
If the central idea is:
Systems influence how communities make decisions and respond to change.
Possible lines of inquiry could include:
- The structure and purpose of community systems
- Factors that influence decisions within systems
- How systems respond to changing needs
Notice how each line contributes something different while remaining connected to the same central understanding.
A useful test is to place the central idea at the top of the page and read each line beneath it.
Ask:
If learners develop a deep understanding of these lines, will they be better able to explain the central idea?
If the answer is unclear, the lines probably need refinement.
Three or four focused lines are often more useful than a long list because they create enough scope for inquiry without fragmenting the unit.
Step 4: Choose Concepts That Deepen the Inquiry
Concepts give learners lenses through which to investigate the central idea.
Instead of selecting concepts because a planner requires them, ask what kind of thinking each concept makes possible.
A concept such as function might encourage learners to investigate how something works.
Causation can direct attention toward why something happens.
Perspective can open questions about how the same system, event, or issue may be understood differently.
Responsibility may move the inquiry toward choices, consequences, and action.
Related concepts can then add subject specific depth.
The goal is not to collect as many concepts as possible. It is to create conceptual coherence between the theme, central idea, lines of inquiry, learning goals, and eventual assessment.
Step 5: Plan Questions and Provocations
A central idea becomes an inquiry when learners have something worth wondering about.
Teacher questions should therefore do more than check whether learners remember information.
A useful unit usually contains a mixture of questions.
Factual questions
These establish knowledge learners need to participate meaningfully in the inquiry.
For example:
What systems exist within our community?
Conceptual questions
These explore relationships between ideas.
For example:
How does the structure of a system influence the decisions it makes?
Questions that invite judgement
These create room for evidence, perspective, reasoning, and disagreement.
For example:
Should systems always change when the needs of a community change?
Provocations can create the conditions for these questions to emerge. A photograph, unfamiliar object, simulation, story, conflicting claim, local problem, short video, artefact, or surprising data set can reveal prior understanding while generating curiosity.
Do not plan every student question in advance. Create enough structure to begin the inquiry, then leave space for learner questions to influence what happens next.
Step 6: Integrate Assessment Before Planning Every Activity
One of the easiest PYP unit planning mistakes is designing weeks of engaging experiences and thinking about assessment afterward.
Instead, identify the evidence of understanding while shaping the unit.
Ask:
What would learners need to say, create, explain, apply, compare, justify, or do for us to know that they understand the central idea?
Then consider assessment across the unit.
Prior understanding
Find out what learners already know, believe, misunderstand, or wonder about.
This might come through discussion, concept mapping, sorting, observation, drawing, writing, or a short task.
Ongoing evidence
Collect evidence while the inquiry develops.
This can include conferences, observations, journals, explanations, drafts, discussions, demonstrations, peer feedback, self assessment, and responses to provocations.
Use that evidence to decide what learners need next.
Culminating evidence
The final assessment should give learners an opportunity to demonstrate conceptual understanding, not simply reproduce information collected during the unit.
The strongest assessment tasks connect directly to the central idea and lines of inquiry.
What the Official IB Worked Example Shows
The IB provides an official worked planner based on an early years unit called Signs and Symbols.

The value of the example is not the topic itself. It is the alignment visible across the planner.
The unit connects How We Express Ourselves with a central idea about signs and symbols communicating messages. Its lines of inquiry examine what signs and symbols are, why they are used, and which features help them communicate. Learners then explore those ideas through play, visual arts, language, technology, music, discussion, classification, creation, and reflection.
The assessment is also connected to the same understanding. Learners create signs or symbols and explain the thinking behind them.
That is the planning principle worth noticing.
Theme → central idea → lines of inquiry → questions → experiences → evidence → reflection
There is one important caution. The PDF is an official IB resource, but it carries a 2007 copyright and reflects an earlier version of PYP planning terminology. Treat it as a valuable worked example of coherent inquiry design rather than a current planner template to copy word for word.

Your Planner Should Be Allowed to Change
A completed planner can create the illusion that strong units are designed from beginning to end before learners enter the room.
Real inquiry rarely works that way.
Teachers may discover that a proposed line of inquiry is too broad. Learners may raise a question more productive than the one originally planned. Formative evidence may reveal that the class needs more foundational knowledge before moving forward. A local event may suddenly create a more meaningful context.
Good planning provides structure without making the inquiry rigid.
This is why reflection belongs during planning and teaching, not only at the end. Record what changes, why it changes, and what learner evidence informed the decision.
The planner should evolve because understanding is evolving.

The strongest PYP unit planners are not necessarily the longest.
They are the ones where every major decision has a reason.
The transdisciplinary theme gives the inquiry context. The central idea establishes the understanding. The lines of inquiry create focus. Concepts deepen thinking. Questions and provocations create curiosity. Assessment makes understanding visible. Learning experiences build the knowledge and skills learners need. Agency allows learners to influence the journey. Reflection improves what happens next.
When those elements connect, the planner stops feeling like paperwork and starts doing what it should do: helping teachers design better inquiry.
